Sunshine List includes 381 RVH employees

Hospital CEO took home more than $465K in 2021; city CAO was paid $290K

Ontario’s 2021 Sunshine List is out and the list of public-sector employees making $100,000 or more is 244,390 people deep, and Barrie has several who made the cut.

With health-care being the top issue during one full year of COVID-19, the top local earner was Royal Victoria Regional Health Centre (RVH) president and CEO Janice Skot at $465,618.93, followed by Simcoe Muskoka District Health Unit (SMDHU) medical officer of health Dr. Charles Gardner at $372,928.50.

There were 381 RVH employees, with executive vice-president Nancy Savage ($354,544.06) and executive vice-president Bentley Peterson ($301,200.04) rounding out the top three with Skot.

Second and third after Gardner at the SMDHU, on a list of 76, were associate medical officers of health Dr. Lisa Simon ($346,428.19) and Dr. Colin Lee ($283,351.30).

Barrie Community Health Centre physician Kerstin Mossman earned $307,382.16.

Several City of Barrie employees made the list, with chief administrative officer Michael Prowse ($290,318.32) topping the list and Barrie police Chief Kimberley Greenwood ($271,274) coming in second.

General manager of community and corporate services Dawn McAlpine rounds up the city’s top three at $227,809.12.

While she is set to retire in June of this year, Georgian College president and CEO MaryLynn West-Moynes earned $278,342.34 last year and the college’s vice-president, Lisa Banks, made $233,350.30.

Current vice-president of academic at the college, Kevin Weaver, made $217,687.66 but will be in for a raise soon as he will take over the role of president and CEO, effective June 20, when West-Moynes steps down.

The Simcoe Muskoka Catholic District School Board has 865 employees on the list, with director of education Frances Bagley at the top, earning $246,161.

Bagley’s counterpart at the Simcoe County District School Board (SCDSB), director of education John Dance, tops that board’s list with $245,288.61.

Now-retired public board director of education Stephen Blake earned $232,562.51. The SCDSB has 2,026 employees on the list.

Around the region, there are 270 County of Simcoe employees on the 2021 Sunshine List, an increase of 18 from 2020.

CAO Mark Aitken topped the list, making $288,227. He was followed by health and emergency services general manager Jane Sinclair ($236,850), social and community services general manager Gregory Bishop ($229,643), corporate performance general manager Trevor Wilcox ($225,822) and senior counsel Marshall Green ($204,596).

The Waypoint Centre for Mental Health Care led the area with 207 employees on the list, a jump from 189 in 2020.

The Penetanguishene-based hospital was topped by Dr. Kevin Young ($446,040), Dr. Achaland Mishra ($407,960) and Dr. Plabon Ismail ($407,938).

The Waypoint list also featured numerous program and department managers, pharmacists, registered nurses, psychiatrists and physicians. President and CEO Carol Lambie, who announced her retirement last year, was paid $383,652 in 2021.

At Orillia Soldiers’ Memorial Hospital (OSMH), president and CEO Carmine Stumpo leads the way with a salary of $280,508 — almost $10,000 less than his 2020 salary ($290,169).

Close behind is Nancy Merrow, chief of staff and vice-president of medical affairs, who earned $257,839.82 in 2021 — also significantly lower than 2020 ($270,890).

There are more than 5,375 OPP employees on the list; those range from front-line officers to those working in supervisory and management positions throughout Ontario. 

The highest-paid OPP employee is physician Andrew Reed, who earned $381,932.84 last year. Second is OPP Commissioner Thomas Carrique, who earned $354,343.28 — more than $30,000 above the previous year.

Topping this year’s provincial list is Kenneth Hartwick, president and CEO of Ontario Power Generation, who earned $1,628,246 in 2021 — about $400,000 more than the previous year. The top overall four earners work at Ontario Power Generation.

Since 1996, public-sector organizations (including municipalities) have been required to disclose the salaries, names, and positions of employees paid $100,000 or more in a calendar year.
