The only adjustment I would make is, instead of “drivers often slow down on the approach (to the speed bump) and then ‘gun it’ to make up for lost time!” I would say: “There is a law (i.e. the law of gravity) that when drivers approaches a speed bump they slow down, then always immediately speed up to the speed they were going when they approached the bump.”
 
For two summers I have observed a speed bump in front of our house, in front of an elementary school, and it is very rare that a driver will adjust their speed to a lower level. 
 
Most drivers drive at a proper speed, so no problem. 
 
But speeders ...  and there is a Hummer that usually speeds and doesn’t even slow down over the bump. For him it is just a ripple.  
 
I have brought this to the attention of my city councillor more than once, but to no avail. Even to the mayor. 
 
Yes, photo radar please, as soon as you can get provincial approval. And please, please stop using that silly description of a speed bump as a “comfort” pad, or whatever. This is insulting to the taxpayer.
